DoT considering private and public contributions to fund the RAF

The Department of Transport (DoT) is researching options for a hybrid funding model for the Road Accident Fund (RAF) that will include both private and public contributions to lessen the burden on the fiscus going forward. Deputy Minister of Transport Mkhuleko Hlengwa told parliament this on Tuesday during the DoT’s budget vote, stressing that the current RAF model is not financially sustainable. Hlengwa said the department also intends to introduce the Road Accident Benefit Scheme Bill (Rabs) to parliament this year, with the proposed framework providing for defined structured benefits on a no-fault basis. It comes against the backdrop of a recent court order declaring the city’s cleaning levy and fixed water and sanitation charges – all based on property value – unlawful. The Western Cape High Court set these tariffs aside, suspending the order until 30 Ju

Crossed Wires: Data centres in space — foolhardy or visionary?

The idea of putting data centres in orbit sounds thrilling. Until you dig deeper. My son Joseph works in AI in the Netherlands after having finished his graduate degree there. On a recent visit to Amsterdam he scolded me for my recent reporting on space-based data centres. From where he sits, in the centre of industry, surrounded by serious techies, the whole enterprise looks like a boondoggle. Too many challenges. Too much hype. IPO pumping. Future financial disasters and engineering failures a foregone conclusion. I was not being critical enough, he chided. So I have gone into the weeds again, with a more jaundiced eye. The orbital data centre pitch is truly seductive. AI is eating energy

SA game makers are levelling up financial literacy and entrepreneurship education

From Sea Monster’s global King’s Trust International entrepreneurship game to FinMaster’s pizza-box-to-retail board game journey, South African developers are showing that financial literacy may stick better when it feels less like homework and more like play. The next frontier in financial literacy may not be another classroom worksheet, corporate social investment roadshow or fancy laminated budgeting pamphlet that gathers dust in a school office. That is not as frivolous as it sounds. In a country where too many young people leave school knowing more about trigonometry than compound interest, and where entrepreneurship is often sold as an escape hatch without enough practical support, gam
