Overview

Zimbabwe Energy Sector Reform Support is a technical-assistance operation intended to create a more enabling environment for independent power producers and facilitate integration of new renewable generation. It does not directly finance construction of a power plant; its scope covers energy planning, regulation, technical studies and energy efficiency.

The programme includes an integrated national energy-resource plan, wind-resource assessments, protection-system coordination at Southern African Power Pool interconnections with the ZESA network, regulatory-accounting frameworks, tariff-methodology revision and design of public-sector energy-efficiency programmes.

Financing was approved on 10 November 2021. The 27 May 2026 implementation report indicates that the project remained ongoing, with five of six principal advisory activities progressing toward the development objective. At that date, 72.18% of African Development Fund financing had been disbursed and the disbursement deadline had been extended to 31 December 2027.

Total project cost is UA 2.90 million. The financing plan comprises a UA 2.50 million African Development Fund grant and a UA 0.40 million government or beneficiary contribution.

At 27 May 2026, UA 1.804 million, or 72.18% of ADF financing, had been disbursed. The undisbursed balance was UA 695,556, or 27.82%.
