The Proposed Project supports the Bank funded Governance and Economic Reforms Support Program (GERSP) approved in 2022 where indicators on Technical Vocational Education and Training (TVET), Entrepreneurship and ICT were included as triggers and prior actions. Specifically, it is linked to three policy actions under component II of GERSP Phase II on improving the business environment (i) approval by Cabinet of ICT in Education and Training Policy, (ii) approval by Cabinet of National Entrepreneurship Education Policy and Strategy (2022-2026), and (iii) approval by Cabinet the TVET Policy and Strategy. The grant will also contribute to implementation of the TVET policy which is a trigger for GERSP phase III which is expected to be approved in quarter three of 2023 by the AfDB Board of Directors. The project will contribute to strengthening the delivery of TVET and entrepreneurship education for Seychelles in order to improve chances of employment for the youth. It will also address capacity in Science, Technology, Engineering, and Mathematics (STEM) which is key to the development and resilience of the Seychelles economy. It is articulated around the three following components: (1) Training Needs Analysis; (2) Development of training plan and programs; (3) Management and monitoring.
