The present intervention relates to the Kampala - Jinja Expression Way Project (Sovereign Operation - Phase 1). It aims to contribute to socio-economic development, poverty reduction and regional integration through improved and sustainable transport system that links centers of economic activity. The Kampala-Jinja road is located along the Northern Corridor linking Uganda to its landlocked neighbours and is a major gateway for all imports and exports into and out of the country. The proposed KJE PPP project comprises: Kampala-Jinja Mainline Expressway and Kampala Southern Urban Bypass (KSB), collectively known as the Kampala-Jinja Expressway (KJE) PPP Project. KJE is to be procured as one project and implemented in two phases: Phase 1 is mainly an urban expressway including KSB (18km) plus 35km of the mainline from Kampala to Namagunga whilst Phase 2 is a rural motorway covering the remaining 42km from Namagunga to Jinja. The proposed concession period/contract duration is 30 years including 8 years construction period: 5 years for Phase 1 (2020-2025) and 3 years for Phase 2 (2023-2025). The main components of the project are: (1) infrastructure development; (2) project management; (3) audit; (4) corridor development plan; and (5) community development programme.
