The Support and Financing Program for Entrepreneurship for Job Creation, designated under the acronym PAFE-Emploi, constitutes a major strategic initiative launched by the Moroccan government in a national economic context marked by an unemployment rate of 13 percent, peaking at 30 percent among youth. This national program aligns perfectly with the objectives of Morocco's New Development Model and aims to significantly stimulate employment through entrepreneurship by strengthening governmental initiatives supporting very small, small, and medium enterprises. The initiative represents a structural response to vulnerabilities in the Moroccan labor market, characterized by persistent deficits in inactivity, unemployment, and informality that have intensified in recent years.
