Development / Concessioning of KPA Port Assets – Phase 2 — Kenya

Kenya · Mombasa Port · Nairobi ICD, Embakasi · Naivasha ICD · Ports and logistics

Overview

The Development / Concessioning of Kenya Ports Authority Port Assets – Phase 2 is a proposed public-private partnership programme covering major container, conventional-cargo and inland-container-depot assets operated by Kenya Ports Authority. It combines concessioning of existing facilities with rehabilitation, capacity expansion and development of additional infrastructure at Mombasa Port and inland logistics facilities in Nairobi and Naivasha.

The portfolio includes Mombasa Container Terminal II at Berths 20–22, planned Berths 23–24, cargo terminals at Berths 1–5 and 7–10, Mbaraki Wharf, the Nairobi Inland Container Depot at Embakasi and the Naivasha Inland Container Depot. Kenya’s 2026 Investment Projects Catalogue presents an indicative investment requirement of approximately US$1.5 billion.

The project remains in preparation. The PPP Directorate launched procurement for transaction advisory services in March 2026. The mandate covers a feasibility study followed conditionally by transaction advisory services. The tender closed on 29 May 2026, and no corresponding award appeared in the Directorate’s public register at the verification date.

Financing

Kenya’s Investment Projects Catalogue identifies approximately US$1.5 billion as the amount to be raised. The catalogue expressly describes investment amounts as purely indicative, so this is treated as an indicative investment requirement rather than a confirmed final project cost.

No reliable public source reviewed identifies financing already secured, a confirmed financing gap, debt/equity allocations, committed financiers or financial close.
