Overview

The Greater Accra Sustainable Sanitation and Livelihoods Improvement Project (GASSLIP) is a sovereign sanitation programme designed to expand access to safe, sustainable and climate-resilient sanitation services across the Greater Accra Metropolitan Area, primarily for low-income urban and peri-urban communities.

The programme combines household and institutional sanitation with sewerage infrastructure, wastewater treatment, solid-waste management, institutional strengthening and livelihood support. Planned assets include household facilities, school WASH facilities, sewer connections, decentralised sewerage systems, waste-collection equipment, treatment infrastructure and solid-waste facilities.

Implementation remains ongoing. The African Development Bank's March 2025 review estimated overall progress at approximately 75%: household and institutional sanitation at 100%, waste-management infrastructure and services at 60%, institutional strengthening at 70% and project management at 70%. An updated procurement plan published on 27 May 2026 confirms continuing procurement activity.

Financing

The project is financed through the African Development Fund sovereign window. The latest detailed implementation report confirms a UA 35.95 million net ADF loan with no cancellation, comprising UA 25.165 million in foreign currency and UA 10.785 million in local currency.

At the June 2025 supervision reporting date, UA 19.457 million had been disbursed, or 54.12% of the net loan, leaving UA 16.493 million undisbursed. The AfDB Ghana portfolio review subsequently reported 56.7% disbursement and 62% commitment at 30 November 2025.
