Overview

The Gambia Resilience, Inclusion, Skills, and Equity Project (The Gambia RISE) is a multisector programme intended to strengthen human capital through foundational learning, vocational training and economic inclusion, and social-protection systems. Its development objective is to improve early-grade learning, young people's access to labour-market-relevant training, and poor and vulnerable people's access to adaptive safety nets and income-generation opportunities.

Initially approved in February 2024, the project became effective on 10 May 2024 with initial financing of US$92.71 million. Additional financing prepared in 2026 increases total project cost and financing to US$102.71 million, comprising US$81.65 million from the International Development Association and US$21.06 million in trust funds.

The project remains under implementation. Its procurement plan was revised again on 25 September 2026, confirming continuing acquisitions and operational activities. The published closing date remains 30 April 2029.

Financing

Initial financing was US$92.71 million: US$80.45 million from the International Development Association, including US$20 million from the Crisis Response Window Early Response Financing mechanism, plus US$12.26 million in Global Partnership for Education co-financing.

The additional financing prepared in 2026 adds US$10 million: a US$1.20 million IDA grant and US$8.80 million from the Global Shield Financing Facility. The updated US$102.71 million structure is fully covered by identified financing in the operation documents.
