Overview

Operation P-CI-A00-008 is sovereign preparation financing for the studies required to develop the Agro-Industrial Hub Project in North-Eastern Côte d’Ivoire (2PAI-NE). Although some African Development Bank pages still use 'North-West' in the operation title, the operational and procurement documents linked to the same ID locate it in the North-East, in Zanzan District and specifically the Bounkani and Gontougo regions.

The operation finances feasibility studies for future agro-industrial parks and aggregation and service centres, as well as technical and environmental studies needed to prepare 2PAI-NE. Preparatory work has notably covered hydro-agricultural and pastoral infrastructure.

The preparation has led to a much larger investment project, 2PAI-NE. In July 2026, the Ivorian authorities and the AfDB launched an appraisal mission, while IFAD documents an investment programme covering Bounkani and Gontougo.
