The Pilot Support Project for the Mobilisation of Municipal Revenue in Côte d’Ivoire (PAMREC) is an institutional support that seeks to promote the financial empowerment of municipalities in Côte d'Ivoire and accelerate the decentralization process. PAMREC is aligned with the current National Development Plan (PND) and the one now being finalized (PND 2021-2025), in particular Pillar 5 on balanced regional development, preservation of the environment, and the fight against climate change, as well as Pillar 6 on strengthening governance, state modernization, and cultural transformation. The proposed project responds to the need for reforms to support inclusive growth, ensure a modernized administration, and promote the financial autonomy and economic viability of local governments. The overall cost of the PAMREC pilot phase is estimated at CFAF 3,003,901,293, including CFAF 2,336,688, from the Bank, i.e. about UA 3,000,000. Implementation will take 30 months.
