Overview

The Comoros National Water Resilience Project is a US$20 million World Bank-financed programme designed to improve access to and maintenance of basic water-supply services in Greater Moroni and strengthen governance of the Comorian water sector. The project combines investment in water production, storage and distribution infrastructure with institutional reforms and sector capacity building.

Infrastructure interventions include securing and diversifying water production, expanding storage capacity, replacing or constructing primary distribution pipes, rehabilitating household connections, installing public standpipes and prepaid meters, and improving the resilience of the Greater Moroni water network. Additional financing approved in 2025 added two wells, a 2,500 m³ reservoir north of Moroni, approximately 6.7 km of additional pipe replacement, distribution equipment and a new headquarters for the national water utility.

Implementation remains active. The latest detailed World Bank implementation report identified in the research rated progress toward the development objective and overall implementation as satisfactory. Procurement continued through 2026, including prepaid meters, technical studies for the SONEDE headquarters and works at the DGEME offices in Moroni.

Financing

The operation is fully financed through International Development Association grants. The original project received an IDA grant equivalent to US$15 million. A further US$5 million IDA grant from the Crisis Response Window was approved in April 2025, increasing total project financing to US$20 million. The World Bank project paper records no financing gap.

The additional financing was structured as a scale-up rather than as financing for a cost overrun or an unfilled co-financing requirement. US$4 million was allocated to resilient water-supply infrastructure and US$1 million to sector governance and capacity building.
