Cameroon - Yaoundé City Sustainable Enhanced Drainage and Sanitation Project (PCADY)

The Yaoundé City Sustainable Enhanced Drainage and Sanitation Project (PCADY) is in line with the objectives of the previous Yaoundé City Sustainable Sanitation Project (PADY) Phases 1 and 2, while also making the necessary adjustments to increase the expected outcomes. The 17 km of canals built during the first and second phases of the project on the watercourses that drain Yaoundé City have significantly reduced the frequency and impacts of flooding in a part of the city. The project has improved the adaptation of Yaoundé to climate change. However, the exceptionally heavy rains of 2018 led to further flooding, prompting the identification of actions that should be taken to supplement achievements of Phases 1 and 2. A study carried out in the second phase of the project revealed the need to build new structures that would significantly reduce the frequency of flooding in the city in a climate change context. Furthermore, a number of relevant PADY2 activities could not be carried out due to procurement difficulties, and Covid-19. To avoid degrading the portfolio's performance, given that the project was becoming aged, the Bank opted to close phase 2 on 30 June 2021. The Bank is committed to responding to the Government's new request to implement additional activities such as waste treatment and management, construction of a flood retention basin, and improvement and maintenance of roads on the banks of the canals already built with a view to integrating these roads into the urban transport network and addressing the problem of pre collection and recovery of solid household waste, which is a serious constraint to the normal functioning of drainage canals.
