Dogo-Bis, Vossa and Bétérou Multipurpose Dams on the Ouémé River — Benin

Alternative / official name: Construction of the Dogo-Bis, Vossa and Bétérou multipurpose dams on the Ouémé River — historical programme of 203 MW

Benin · Ouémé River basin · Energy

Overview

The project entered Benin’s official public-private partnership portfolio in 2018 as a group of three multipurpose dams on the Ouémé River: Dogo-Bis, Vossa and Bétérou. The 2018 catalogue attributed 128 MW, 60.2 MW and 14.8 MW respectively to the three sites, for an announced combined capacity of 203 MW. Their intended functions combined hydropower generation and irrigation.

The three developments are no longer documented as a single 203 MW investment with common financing. Recent institutional sources track them separately. Dogo-Bis is being developed through a World Bank-supported multiphase programme, while the Benin Electricity Production Company continues to list Vossa and Bétérou among its ongoing hydropower projects.

The first Dogo-Bis phase financed in 2026 does not fund construction of the main dam. It prepares the investment through technical, environmental, social, economic, financial, legal and commercial studies, priority socioeconomic infrastructure around the site and capacity building required for the later dam investment.

Financing

No updated and verifiable total cost is published for the combined Dogo-Bis, Vossa and Bétérou developments. Financing must therefore be considered separately by component.

In June 2026, the World Bank approved a US$150 million International Development Association credit for Dogo-Bis Phase 1. This amount fully finances the preparatory phase, not construction of the main dam. It covers investment studies, site-access infrastructure, rural electrification, selected social infrastructure, environmental and social measures and institutional capacity building.
